Ramon Road Congratulations to ONE-PS member Mark Walthour, representative from the Desert Highland Gateway Estates neighborhood and former ONE-PS member Hank Plante, from the Vista Las Palmas neighborhood. Both will be receiving Community Service Awards from the Palm Springs Human Rights Commission. Mark is being honored for his work in his neighborhood and with the Clinton Day of Action and also with the Community Block Grant Program. Hank, an Emmy award winning journalist serving on the Editorial Board of the Desert Sun, is being honored for his support and reporting on human rights. The Commission will be presenting eight awards this year. A news release is attached with more information. The award presentations will be at 3 p.m., Monday, Feb. 8 in the City Council Chamber. Thanks to all who attended Saturday’s ONE-PS planning retreat and a special thanks to those who organized the meeting. I think those who were there found it time well spent. All the material is being compiled and reports from the retreat will be presented soon. Thanks to Desert Regional for hosting the Fifth Annual ONE-PS Neighborhood Night Tuesday, Feb. 2. The chilly weather had us gathering in the Stergios Building. But the good fellowship, food and beverages kept us warm. Thanks to all who attended. It’s a great party and a wonderful opportunity to show our appreciation to our many volunteers who give tirelessly of their time and talents to enrich their neighborhood organizations and our neighborhood program. The Heroes in Recovery 6K Run/Walk will start on West Chino Drive at 8 a.m. Saturday, Feb. 6. West Chino Drive between Palm Canyon Drive and Belardo Road will be closed from 6 to 11 a.m. They are anticipating 200 participants. The runners and walkers will start at West Chino Drive and head west. (A course map is attached.) They will make their way through the Vista Las Palmas and Old Las Palmas Neighborhoods. It’s anticipated everyone will be done by 9:30 a.m. The City of Palm Springs Public Arts Commission will hold its Annual Juried Art Show, Feb. 5-27. The opening reception and awards ceremony is at 5:30 p.m., Friday, Feb. 5 at the Desert Art Center, 550 N. Palm Canyon Drive. The public is invited to the event, which will be held at the intersection Arquilla Road and East Twin Palms Drive. The neighborhood organization requested the City Council rename the one-block long section of Arquilla Road south of East Palm Canyon Drive and north of East Twin Palms Drive, which is a gateway into the Twin Palms neighborhood. In its report to the City Council, the neighborhood organization stated that the location of William Krisel Way in Twin Palms is appropriate because this was the City’s first mid-century modern neighborhood completed by the Alexander Construction Company from Mr. Krisel’s designs and the first truly modern housing tract in Palm Springs. The topic will be “Neighborhood Fund-raising Without Modernism.” Attached is the Brown Bag Lunch Monthly Topic Schedule. The Palm Springs Chamber of Commerce, in cooperation with Palm Springs Hospitality Association, Desert Business Association and Main Street, is sponsoring an organized luncheon to address Palm Springs’ growing homeless population. The Feb. 18 luncheon titled “Homelessness: Community Impact Luncheon” will take place on from 11:30 a.m. to 1 p.m. at Hard Rock Hotel, 150 S. Indian Canyon. The U.S. Department of Housing & Urban Development (HUD) requires that each state and local government receiving federal housing and community development funds prepare a coordinated strategy. The goal of this plan is to integrate housing, economic, human, and community development in a comprehensive fashion so that community living can be enhanced. The City’s Five-Year Consolidated Plan (ConPlan) integrates the application, planning, and citizen participation for the CDBG program. The ConPlan was completed in May 2015 and will be updated every five years. An Annual Action Plan is required every year to describe the housing and community development policies and programs to be undertaken by the City using federal, state, local, and private funds for the next year. A public hearing will be conducted on Thursday, Feb. 18 before the Citizens Advisory Committee (CAC) to provide Palm Springs residents, community organizations, and other interested parties an opportunity to offer comment regarding the City's ConPlan and Annual Action Plan. This hearing will be held at 1 p.m., in City Hall Council Chamber. Browning: Hello everyone, I just wanted to mention two great arrests that took place over the weekend with the help of You, Community Members of the City of Palm Springs. Your Police Department was able to arrest two burglars thanks to you/neighbors calling their police department when they felt something wasn’t right. The first occurred in the 900 block of San Lucas Road in which a witness gave great identifying information of the suspect. The suspect was arrested in the area on the following day. The next occurred in the 700 block of Arquilla where the witness reported seeing the suspect prying open the front door of a residence. That suspect was arrested that same day. None of these arrests could have been possible without the witnesses contacting the police department with great suspect descriptions. The ONE-PS Picnic Committee is busy planning the Ninth Annual ONE-PS Picnic & Community Expo scheduled for Saturday, March 19, from 11 a.m. to 2 p.m. in Ruth Hardy Park. One new idea is to add a dog costume contest to the event. How cute and fun would that be? Is there a ONE-PS member who would like to work with the Committee and plan/head up the costume contest? The Fifth Annual Mayor’s Healthy Planet, Healthy You Race and Wellness Festival will be held Sunday, Jan. 24, beginning at 7 a.m., at the Wellness Park at Ruth Hardy Park. There is a 10K race (starting at 7:30 a.m.), 5K run/walk (starting at 8 a.m.) and 1K fun run for kids (starting at 9:30 a.m.) plus the Wellness Festival which is being held from 7 a.m. to noon, also in the park. There will be health testing, educational information, free samples and fitness classes. The Palm Springs Police LGBT Outreach Committee is sponsoring a Town Hall Meeting from 5:30 to 6:30 p.m.,Wednesday, Jan. 27 at Chill Bar. Volunteers are needed to count and survey homeless persons living on the streets within our community. This is part of the 2016 Riverside County Homeless Point-In-Time Count. Volunteers must attend a training session where they will receive instructions on conducting the count and on important safety guidelines. The count and survey will take place on Tuesday, Jan. 26, between 5:30 and 9:30 a.m. You can complete the volunteer registration online at www.RiversideHomelessCounts.com. A flier is attached with more information. If you think you’ll need sandbags when the next big rain hits, now is the time to get them. The Fire Station at 300 N. El Cielo Road will give you 10 sandbags. Then you can come over to the sand pile in the northeast corner of the City Hall parking lot and fill them. Or, there are sandless sandbags that you can order online. I’m told Groupon has a good offer on them and that Lowe’s plans to carry them in the next few weeks. If you plan to get your sandbags at the Fire Station, stop by between8 a.m. and noon or between 1 to and 6 p.m., Mondays through Thursdays. Non-profit agencies serving Palm Springs’ low to moderate income residents can now register online to receive federal Community Development Block Grant funds. Runners and walkers will head north on Belardo with the 5K course going through the Old Las Palmas and Vista Las Palmas neighborhoods and the 10K course extending farther north into the Little Tuscany neighborhood. Belardo between Alejo and Amado Roads will be closed from approximately7:30 to 9:30 a.m. that Saturday, but the rest of the course is open to traffic and runners are instructed to stay to their right and watch for local traffic. The Palm Springs City Council Subcommittee on Ethics, Transparency and Government Reform, comprised of Mayor Robert Moon and Councilmember Geoff Kors, is seeking applications for a newly created Ethics, Transparency and Government Reform Task Force. Applicants should have experience in one or more of the following areas: law; legislation; government policy; election reform; diversity/inclusion; and grants. Residents interested in applying to be on the Task Force should email a resume and cover letter to City Councilmember Geoff Kors at Geoff.Kors@PalmSpringsca.gov. Applications are due by 5 p.m. on Monday, Jan. 18. The Task Force will be responsible for making recommendations to the City Council in order to heighten the level of city government transparency, avoidance of potential conflicts of interest and exploring ways to increase diversity on all Boards and Commissions. The task force will research best practices in other cities, seek input from residents and experts, and then draft a proposed ordinance and/or charter reform for City Council consideration. The Fifth ONE-PS Neighborhood Night hosted by Desert Regional Medical Center will be held from 5 to 7 p.m., Tuesday, Feb. 2 in the Stergios Building (El Mirador Tower building). We will be inside and outside on the West Patio, so please dress accordingly. This, of course, is on the campus of the medical center, 1150 N. Indian Canyon Drive. Desert Regional hosts this event to show their appreciation to the residents of our Palm Springs neighborhoods. And ONE-PS is using this event to show its appreciation to the many volunteers who make our neighborhoods and neighborhood program successful -- including our Festival of Lights balloon wranglers, docents during the home tours, picnic and community expo workers, candidate night volunteers, people who staff the ONE-PS booths at VillageFest and Pride, etc. With appetizers, drinks and entertainment, it’s a great party. If you, or someone you know, would still like to have your marriage ceremony at City Hall, please call the Office of the Mayor to set up an appointment at 760-323-8200. In 2014, Riverside County and the City of Palm Springs partnered to provide a pilot project which allowed for couples to get marriage licenses and hold wedding ceremonies at Palm Springs City Hall on Fridays. A lot of couples took advantage of this, but now that same-sex marriage is legal nationwide, the number of couples served in Palm Springs has declined and it was decided to end the pilot project at the end of this month. So Friday, Jan. 29 will be the last day marriage licenses will be issued by the County of Riverside at Palm Springs City Hall. However, Mayor Robert Moon will still be available to perform marriage ceremonies with appropriate notice. A news release is attached with more information. Lt. Browning asked that I let you know about a free class for drivers age 60 and older being held from 10 to 11:30 a.m. at the United Methodist Church, 1555 E. Alejo Road. Several years ago, the California Highway Patrol implemented the Age Well, Drive Smart program designed to provide older drivers with the keys to driving safer and driving longer. There is an attachment with more information about the topics that will be discussed. The program is limited to 50 people and you need to call 760-327-5931 to register. December 2015 December 2nd marked my swearing in as a member of the Palm Springs City Council along with J.R. Roberts and Mayor Rob Moon. At this first meeting, I proposed the creation of a new taskforce on ethics, transparency and governmental reform; I will lead this effort with Rob Moon. Our first vote was to designate Tahquitz Plaza as a Class One Historic Building. The building clearly met the criteria and it was an honor to join my colleagues in preserving this piece of Palm Springs architectural history. At our meeting on December 16th, the Council approved the Joy of Life Wellness Center for our 6th medical cannabis dispensary license. I was impressed by the qualifications of the applicant, the commitment to giving back to non-profit organizations, and the compassion that Joy Brown Meredith demonstrates in her interactions with everyone in the community. Finally – and it was a very long meeting -- we approved appointments to committees and outside organizations and I am very much looking forward to serving our city as a member of the following subcommittees: Finance/Budget; Non-motorized Transportation Plan; Homelessness; Measure “J” Oversight Commission; Sustainability; Business Retention; and Governmental Reform, Ethics and Transparency. In addition, I will be serving as Palm Springs’ representative to the Coachella Valley Association of Governments Energy and Environment Committee and as the liaison to the Palm Springs Chamber of Commerce and alternate to Main Street Palm Springs. January 2016 As we enter 2016, the development of the downtown project will be a major focus of our work. We were initially scheduled to hold a hearing on a proposed amendment to the specific plan for this project at our regular December 16th meeting. However, I moved that we table the hearing until January to provide everyone in the community the opportunity to review the document that was the subject of the hearing. The Council decided to hold a study session on the plan at 5:00 p.m. on January 6th. That study session will be held at the Convention Center to accommodate the expected large crowd; the subsequent hearing and council meeting has been moved to January 13th at 6:00 p.m. at City Hall. I hope you can attend the study session as this is a critically important project for our city. If you are unable to attend, please don’t hesitate to submit comments to me and other council members prior to the study session or at the hearing on January 13th. A publications work group of the Communications Committee is gathering information and bids for a "ONE-PS Neighborhood Guide" that showcases the forty or so neighborhoods in Palm Springs. So far, Desert Publications (publisher of Palm Springs Life) and Choice Lithographics has assembled a bids we are chatting about. Talk of restrictions of Vacation Rentals in Palm Springs is afoot. Whether you are for 'em or not, Protect our Neighborhoods is actively gathering steam and expect to hear more from them. Larry, from Indian Canyons, brought up the idea of an "End of Year Retrospective" about police and crime stats in Palm Springs. For now, you can check crime statistics at the city website. The Governance Committee has been busy working on training and documentation needed for a "non-profit" status and IRS/FTB documentation for each of the neighborhoods. ONE-PS is buying an umbrella E&O policy for all the neighborhood organizations. The next ONE-PS Meeting is Thursday, January 14th, at 8 am at the PSFD Training Building. Attached is a news release about the Police Department’s Citizens’ Police Academy which gets underway Jan. 14. There is still time to register for this free program. The program meets one night per week, from 6 to 9 p.m. for 13 weeks. Attendees participate in discussions about Patrol Procedures, Traffic Investigation, K-9, SWAT, Community Policing, Narcotics, Crime Scene Investigation and many other interesting topics. Attendees are also invited to participate on a ride-along with a PSPD Patrol Officer during a patrol shift.
