The Spa Resort Casino is hosting “New Year’s Eve Downtown” -- an outdoor block party from 7 p.m. Thursday, Dec. 31 to 1 a.m., Friday, Jan. 1. The event will be held outside west of the casino and east of Indian Canyon Drive on both sides of Andreas Road, which will be closed. Entertainment includes DJ Dense from 7 to 10 p.m., the East Coast ball drop on large media screens at 9 p.m. followed by a concert from 10 p.m. to 12:30 a.m. with Starship featuring Mickey Thomas. The Palm Springs’ New Year’s countdown will be at midnight (well, a little before midnight) with a 15-minute fireworks celebration.
 
To accommodate the Palm Springs International Film Festival Gala that will be held at the Convention Center on Saturday, Jan. 2, Avenida Caballeros will be closed from Amado south to just before Margarita’s Restaurant’s driveway beginning at 8 a.m. that day until about 10 p.m.
To accommodate the After Party being held that Saturday at the Parker Palm Springs, South Cherokee Way will be closed all day, beginning at 8 a.m., between Seven Lakes Drive and East Palm Canyon Drive. Local traffic should use Linden Way.
 
The Second Annual P.S. Film Festival Red Carpet Run 5K and 10K benefitting the festival's Student Film Makers Scholarship Fund, will be held Saturday, Jan. 9 starting at 8 a.m. The start/finish line will be in the American Legion parking lot, 400 N. Belardo. Runners and walkers will head north on Belardo with the 5K course going through the Old Las Palmas and Vista Las Palmas neighborhoods and the 10K course extending farther north into the Little Tuscany neighborhood. (Course maps are attached). Belardo between Alejo and Amado Roads will be closed from approximately 7:30 to 9:30 a.m. that Saturday, but the rest of the course is open to traffic and runners are instructed to stay to their right and watch for local traffic. The City Council is holding a special Study Session on the Specific Plan for the Downtown Revitalization Project. The meeting will be at 5 p.m., Wednesday, Jan. 6 in the Council Chamber at City Hall. In addition, a public hearing for the Specific Plan is scheduled for the next City Council meeting, which will be held onWednesday, Jan. 13.
 
The Palm Springs Public Arts Commission is seeking original artwork created from and inspired by repurposed materials. They challenge artists across the Coachella Valley and High Desert to Reuse, Recycle, Rethink.  Submissions for the 17th Annual City of Palm Springs Juried Art Show must be delivered onMonday, Feb. 1, from 10 a.m. to 1 p.m. at the Desert Art Center, 550 N. ONE-PS (formerly known as PSNIC earlier this year) has come a long way. We are 39 neighborhood organizations strong, with more forming. Together, we have accomplished much. I hope you are as proud as I am.
 And looking forward,  our future is bright.

The Fourth Annual Santa Paws 5K benefiting Guide Dogs of the Desert, will be held Saturday, Dec. 19 starting at 9 a.m. The start/finish line will at the American Legion parking lot, 400 N. Belardo. Runners and walkers will head north on Belardo with the course going through the Old Las Palmas and Vista Las Palmas neighborhoods. (A course map is attached.) It is anticipated there will be about 700 people in this year's race – most of them donning five-piece Santa Suits that are given to each participant as part of their race registration.  The race is runner, walker, stroller and doggie friendly. Belardo between Alejo and Amado Roads will be closed from approximately 8:30 to 10:30 a.m. Saturday, but the rest of the course is open to traffic and runners are instructed to stay to their right and watch for local traffic.  A lane on Alejo and Belardo will be delineated for the race participants. The Road Closures/Detours page will highlight road closures around the Spa Casino this weekend in conjunction with ongoing remodeling/construction and Santa Paws 5K Walk run under the SPECIAL EVENTS section.
 
“Call if you can – Text if you can’t.” The Palm Springs Police Department Dispatch Center now has Text to 9-1-1 capability. Persons who are hearing and/or speech impaired, or those who are in a situation where it is too dangerous to dial 9-1-1, now have the option in Palm Springs to call for help in an emergency – text 9-1-1. How cool is that? Attached is a news release with more information about the new service and how to use it.

Hello balloon wranglers,

I want to thank everyone for helping us with the big balloons in the Festival of Lights Parade Saturday. You are super! I hope you had fun, because it was a fantastic sight, seeing you heading off along the parade route with your big balloons.
 
I think it is great that our neighborhood organizations volunteer to “adopt” each balloon. I hope you received a warm welcome from the crowds along the parade route (especially from those who live in your neighborhood).
 
On behalf of the City of Palm Springs, thank you all so much for helping us. We could not have the balloons in the parade if not for the volunteers. Please pass on my appreciation to the volunteers you lined up to help you. Everyone was so nice to work with. And your lights, hats and smocks were fantastic! 
Congratulations on a job well done!

If you are not going to be in Saturday’s Festival of Lights Parade, then you certainly want to be curb-side watching it go by! The parade steps off at 5:45 p.m. at Ramon Road and marches north on Palm Canyon Drive to Tamarisk. This fantastic parade features spectacular holiday floats covered in thousands of twinkling lights, a host of high school and middle school marching bands, the arrival of Old St. Nick and 10 giant Macy’s style balloons. For the fifth year in a row, our neighborhood organizations will be escorting the balloons up the parade route to the delight of everyone watching. Make sure to wave and cheer when you see our neighborhood volunteers with their balloons. And thanks to our balloon wranglers from Tahquitz River Estates, Los Compadres, Indian Canyons, Racquet Club Estates, Sunmor, Sunrise Park, Sonora Sunrise, Movie Colony East, El Mirador and Desert Park Estates. We will have more than 90 volunteers walking with the balloons this year. Big balloons, big parade, big fun!
Also, make sure to look for the Mountain Gate Neighborhood Organization’s float toward the end of the parade. Mountain Gate started off as balloon wrangles our first year, then stepped up the following year and entered a float! This is now their fourth year with a float in the parade. Good job, Mountain Gate!
The City is providing a seating area for persons with disabilities at Amado Road and North Palm Canyon Drive on the east side of the street. The seating will be in front of the bleacher section. Disability access parking will be available on Amado Road between Indian Canyon and Palm Canyon Drives. Drivers will need to have disabled parking placards or disabled license plates to park in this designated area.  Reservations for accessible seating will not be taken, it is on a first-come, first-serve basis on parade day in the designated reserved area.
The City also will be providing an American Sign Language (ASL) Interpreter at the main stage located on Amado Road on the west side of North Palm Canyon Drive.
Road closure associated with the parade include:
• Palm Canyon Drive from Ramon Road to Sunny Dunes Road will be closed beginning at 1 p.m. for pre-stage.
• Ramon Road between Palm Canyon Drive and Belardo Road will be closed beginning at 1 p.m. for pre-stage
• Palm Canyon Drive from Ramon Road to Tachevah Road will be closed by 3 p.m. until approximately 9:30 p.m. for the parade route and post-stage
• Ramon Road from South Calle Encilia to Indian will be closed from 3 to 7 p.m. Southbound traffic will be detoured onto South Camino Real to Sunny Dunes and northbound traffic will be detoured north on Calle Encilia.
Every effort will be made to reopen the streets in a timely manner.
 
Earlier in the day Saturday, Dec. 5, the Palm Springs Firemen’s Association will present the 9/11 Memorial Unveiling at 10:30 a.m., at Fire Station 2, 300 N. El Cielo Road. The Firemen’s Association was able to secure a piece of steel from the World Trade Center and that steel is now part of a memorial. In addition to the memorial, FDNY Rescue 5 will be on display. The event will be from 10:30 a.m. to 1 p.m. Road closures associated with the event:
• El Cielo will be closed just south of the Fire Station from 8 a.m. until 1:30 p.m., but the driveway to the Desert Oasis Health Care complex on the west side of El Cielo will be open.
• Aviation Road will be closed from 8 a.m. until 1:30 p.m.

An informal community forum will be held in the Large Conference Room, Monday, Dec. 7, to talk to City staff about the dog park. The forum will be held from 9 a.m. to 10 a.m. and 5 to 6 p.m. A flier is attached that you may use to publicize the forum.

Attached are two public hearing notices for the Dec. 16 City Council meeting.

• The purpose of the hearing is to consider amendments to the Museum Market Plaza Specific Plan, including the following:  1) Changes to the permitted uses for Blocks B, B-1 and E reflecting the relocation of the park; increase the building height allowed on Block B from 16 feet to 40 feet for commercial uses; increase the building height for Block B-1 to 60 feet for commercial and residential uses and 75 feet for hotel uses; 2) Reduce the building height on Block E from 60 feet to 30 feet; 3) Reduce the overall square footage of the project and decrease the number of allowable residential units; 4) Make minor modifications to parking standards; 5) Revise building mass and stepback requirements; and 6) Make other administrative and miscellaneous changes to the text to revise technical statements and reflect the anticipated development pattern of the project.  The Specific Plan area covers a site of approximately 20 acres, located at the northwest corner of North Palm Canyon Drive and Tahquitz Canyon Way.  The Specific Plan also includes land between Palm Canyon Drive and Indian Canyon Drive, north of Tahquitz Canyon Way and south of Andreas Road.

 

• A public hearing also will be held to consider the issuance of one (1) cannabis collective or cooperative permit in the City of Palm Springs.  The City Council will consider the seven (7) applications submitted and evaluate all materials submitted by the following applicants:
