Also, you may have heard that a new City-funded day program for homeless individuals started Wednesday at Roy’s Desert Resource Center. The City of Palm Springs is committed to fighting the problem of homelessness in our community and the Council, along with the Homeless Task Force, hope this new program will help those who want to lead productive and successful lives transition from the streets. See attached news release.
 
Many of you may have seen it already on NextDoor, but City Manager David Ready recently sent out a community update on the Palm Springs Dog Park, which is currently closed for renovations, but expected to reopen in November. See attached update on the progress and stay tuned for more details on a grand reopening celebration. Everyone from our neighborhoods will all be invited to bring their four-legged friends for fun and treats!
 
Finally, there will be a public hearing on at the Oct. 5, 2016 City Council meeting regarding the establishment of the Palm Springs Small Hotel Tourism Business Improvement District. See verbage below and attached document. Have a wonderful weekend!

ESTABLISHMENT OF THE PALM SPRINGS SMALL HOTEL TOURISM BUSINESS IMPROVEMENT DISTRICT
 
NOTICE IS HEREBY GIVEN that the City Council of the City of Palm Springs, California, will hold a public meeting at its regular meeting of Wednesday, October 5, 2016, and public hearing at its regular meeting of November 2, 2016.  The City Council meeting begins at 6:00 p.m., in the Council Chamber at Palm Springs City Hall, 3200 E. Tahquitz Canyon Way, Palm Springs.
 
The purpose of the October 5, 2016, public meeting is to consider a Resolution of Intention to establish the Palm Springs Small Hotel Tourism Business Improvement District and to levy assessments within the district.
 
The purpose of the November 2, 2016, public hearing is to consider an Ordinance, pursuant to the Parking and Business Improvement Area Law of 1989, California Streets and Highways Code Section 36500 et seq., establishing the Palm Springs Small Hotel Tourism Business Improvement District, to provide business promotional activities for hotels and motels in the City of Palm Springs of 49 rooms or less, and authorizing the levy of assessments on small hotels and motels of 49 rooms or less within the district boundaries, which are the city limits of the City of Palm Springs.
 
The proposed assessment and protest procedures will be outlined in the Resolution of Intention, if so adopted by the City Council at the October 5, 2016, public meeting, and duly noticed pursuant to law.
 
REVIEW OF INFORMATION:  The staff report and other supporting documents regarding this matter are available for public review at Palm Springs City Hall between the hours of 8:00 a.m. and 6:00 p.m., Monday through Thursday.  Please contact the City Clerks Department at (760) 323-8204, if you would like to schedule an appointment to review these documents.

Here is your Weekly ONI Update.
 
The Palm Springs Fire Department invites you to the 15th Anniversary 9/11 Ceremony at Fire Station 442 located at 300 N. El Cielo on Sunday, Sept. 11.  The ceremony, conducted by the Palm Springs Fire Department Honor Guard, will take place at 5:46 a.m. in front of the Fire Department’s much celebrated 9/11 Memorial. President Barack Obama has ordered a moment of silence at 8:46 a.m. EST or 5:46 a.m. our time. Flags will be lowered at half-staff from sunrise to sunset on 9/11. Coffee and donuts will be available -- and immediately following the moment of the silence, the department will show a 35-minute video. Everyone is invited to attend!
 
On Monday, Sept. 12, City Manager David Ready and a panel of staff and stakeholders will begin candidate interviews to replace Lee Bonno, our former Director of Neighborhoods and Community Relations. We’ll let you know just as soon as a new replacement is hired.

The City of Palm Springs is committed to gun safety. With that in mind, the Palm Springs Police Department would like to invite residents to attend a special Firearms Safety Course on Oct. 15 & 16 and Oct. 22 at the Police Training Center, 200 S. Civic Drive.  The course fee is $160 and includes comprehensive 14 hours of classroom instruction, demonstration and materials dealing primarily with handguns. Upcoming ONE-PS & neighborhood events and meetings
Tuesday, July 26, Organizational meeting for a new neighborhood, 6 p.m., Sundance HOA, on North Avenida Caballeros between Francis and San Rafael (2901 Sundance Circle West)
I know we have people doing their balloon wrangling calisthenics. And that’s good. We will be having the giant helium filled balloons in this year’s Festival of Lights Parade. But I don’t know yet how many balloons or how many wranglers we’ll need. Keep getting in parade shape and we’ll let you know more soon.
Earthwatch Institute is looking to train urban citizen scientists to help with our public tree inventory. The City is excited to partner with Earthwatch to aid in increasing our urban forestry data and to help maintain our urban canopy.
Being a citizen scientist is as easy as 1, 2, 3!

The next Citizens’ Police Academy will begin Sept. 15.  This is a free program, meeting one night per week for 13 weeks. Attendees participate in discussions about Patrol Procedures, Traffic Investigation, K-9, SWAT, Community Policing, Narcotics, Crime Scene Investigation and many other interesting topics.  Attendees are also invited to participate on a ride-along with a PSPD Patrol Officer during a patrol shift.
WHEN:     Thursday evenings from 6 to 9 p.m. beginning Sept. 15 for 13 weeks
WHERE:    Palm Springs Police Training Center, 200 S. Civic Drive
To qualify for the Citizens’ Police Academy, applicants must be at least 18 years old and have no felony convictions. To inquire about the program or to reserve your seat, contact Sgt. Attached is a public hearing notice for the Aug. 3 City Council meeting. The purpose of the hearing is to consider a proposal to convert and subdivide an abandoned 125-acre golf course, formerly known as the Palm Springs Country Club, to 137 attached residences, 292 detached residences, streets, private open space and a public park.  The applications include the following:
A General Plan Amendment to (1) change approximately 126 acres of “Open Space – Parks / Recreation” to “Very Low Density Residential”, allowing up to 4 dwelling units per acre, and (2) modify text within the Recreation, Open Space & Conservation (ROSC) element to address the loss of golf course open space and the addition of a proposed public park, a Planned Development District in lieu of Zone Change to establish the project site plan, permitted uses and development standards, a Major Architectural Application to review proposed conceptual architecture; a Tentative Tract Map to subdivide the project site, and a Development Agreement to establish terms and obligations between the developer and the city.  The project site is located east of Sunrise Way, north of Verona Road, and southwest of the Whitewater River Floodplain.

The Ninth Annual ONE-PS Picnic and Community Expo is this Saturday, March 19, from 11 a.m. to 2 p.m. in Ruth Hardy Park. We will have more than 60 booths at the expo – so many that we’re working on a map to give out at registration. Saturday’s barbeque lunch will be catered by Three Sixty North Bar and Grill and we’ve asked Tony to plan to feed 900 people! New this year is the Bark in the Park, Pooch Easter Parade and Costume Contest. Pups will be vying to be judged either the cutest, funniest or most original. This is going to be fun!  Smear on your sunscreen and join your neighbors and friends at the park. I’m attaching the event flier so you can do one last reminder to your neighbors. They’ll never speak to you again if you don’t invite them. J
 
VillageFest will celebrate its 25th anniversary tonight, March 17. Attached is a news release with information about what’s on tap.
 
Running Wild 4 Hope is a 5K Run/Walk fund-raising event taking place Sunday, March 20.  The event will begin at Ruth Hardy Park with registration at 6:30 a.m. and the run/walk starting at 8 a.m.  To accommodate the race participants, Tamarisk Road from Avenida Caballeros to Via Miraleste will be closed from approximately 7:45 a.m. to 8:15 a.m. Sunday. And Avenida Caballeros between Tamarisk and Tachevah will be closed from 8 a.m. to about 9:30 a.m. Local traffic access for homeowners will be permitted. The Sonora Sunrise Neighborhood Organization is holding a guided landscape walk of a portion of its neighborhood on Monday, March 21, from 4:30 to 6 p.m. The walk will be led by a landscape designer and Master Gardener. All proceeds will go to The Well in the Desert. A flier is attached with more information, including how you can join walk.
 
The Third Annual Family Fun Fest will take place from 10:30 a.m. to 12:30 p.m., Wednesday, March 23, in the Palm Springs Stadium. The flier and attached news release contains all the details and lists the organizations and businesses that will be participating in this free community event.
 
The Palm Springs Firemen’s Association annual Easter egg hunt begins at 9 a.m. sharp, Saturday, March 26, in Ruth Hardy Park. Children, ages 2 through 9, will be hunting for more than 3,000 eggs.  A news release is attached with more information.

As part of the City Council’s budget process for the upcoming fiscal year which begins July 1, all organizations, agencies, etc., requesting City sponsorships, funding for programs, fund-raiser event participation, or fee waivers (including in-kind services) must submit an Event Sponsorship Application to be eligible for City Council’s consideration -- even if the group has received funding in the past. 
All requests must be submitted by the application deadline. For your convenience, attached is the Event Sponsorship Notice and Application outlining the requirements.  You may also go to the City’s Website at www.palmspringsca.govclick on Government, scroll over to City Clerk, click on Event Sponsorship and fill out a fillable Application Form.  You must print the application, sign it and return it to the City Clerk’s office before the deadline. Completed applications and supplemental materials must be received at the Office of the City Clerk in City Hall, by 3 p.m., Thursday, April 7.

Two  Budget Town Hall meetings will be held next month -- 6 p.m. Monday, April 11 and 6 p.m., Tuesday, April 12 in the Council Chamber at City Hall. That Monday’s meeting will focus on the City’s General Fund and Tuesday’smeeting will cover public infrastructure and capital improvements.
In addition, the full City Budget will be presented to the City Council on Wednesday, April 20 followed by a special City Council Study Session on Wednesday, May 11. The official public hearing for the Budget is slated for Wednesday, June 1. Residents can watch the Town Hall meetings on Palm Springs Community Television Channel 17 or online at www.palmspringsca.gov.

We want to make sure everyone in our 40 neighborhood organizations knows about this signature event you’re hosting. Also, the Picnic Committee needs volunteers to help that day. We have a variety of “jobs” to match your time and talents, with shifts starting at 8 a.m.

The ONE-PS Publications Task Force has just released the attached Editorial Content Guidelines document and Neighborhood Input Form for our ONE-PS Guide to Palm Springs Neighborhoods.   This is a unique and important project for the organization, and your participation will help it progress smoothly and efficiently. 
ONE-PS representatives (or alternates)  -- please read the top of the first page, then complete the form and return it to Eric Chiel (EricChiel@mac.com) at you earliest convenience. 
 
Attached is an updated schedule for our Brown Bag lunch sessions.  Our next session, scheduled for one week from today (March 17) will be led by Greg Gilman and will address new elements and best practices for NextDoor Leads and Communications Officers.  Please note that next week’s session will be held at the Fire Department Training Center (3000 E. Alejo). Also attached are the meeting notes from last month’s Brown Bag session which focused on fund-raising ideas for neighborhoods that donate participated in Modernism Week home tours.

A five-week road construction project will begin Monday, March 14 on Ramon Road from Sunrise Way to El Cielo Road. During construction, there will be one lane of traffic open in each direction, so drivers are encourage to find alternate routes or allow extra time. Here are the project details:

Start of Construction:  Monday, March 14, 2016
Duration:  Approximately 5 weeks
Lane Restrictions: Lanes will be reduced to one lane in each direction.
Construction Hours:  7:00 a.m. to 4:00 p.m. Mon-Fri (Except legal holidays or inclement weather)
Funding:  Construction cost is approximately $800,000 using Surface Transportation Program Funds (federal), and Local Measure A Funds.   No Measure J or General Fund monies are being expended for this project.
Description of Work:  Cold milling of existing asphalt concrete pavement, asphalt concrete paving, adjustment of sewer manholes and water valves, removal and replacement of concrete curb ramps, installation of truncated domes, traffic striping and signage, replacement of traffic loops, and all other appurtenant work.

Funding:  Construction cost is approximately $450,000 using federal Safe Routes to School Funds and Gas Tax. No Measure J or General Fund monies are being expended for this project.
Description of Work:  Construction of pedestrian safety improvements including installation of curb and gutter, sidewalk, ADA curb ramps, crosswalks, bulb-outs, chokers, pedestrian countdown traffic signals, and traffic striping and signage for bicycle lanes, and all other appurtenant work.

Attached is a news release from the Desert Water Agency about it stepping up water waste enforcement. DWA’s new water waste enforcement plan includes:
• Fining customers who DWA observes violating water use prohibitions and restrictions;
• Devoting more Agency staff time to water waste enforcement;
• Encouraging all Agency representatives to be on the lookout for water waste violations;
• Deploying marked water efficiency enforcement vehicles; and
• Reaching out to high water use customers.

Attached is a public hearing notice for the March 16 City Council meeting. The purpose of the hearing is to consider approving a Hotel Operations Covenant with Palm Mountain Resort, LP, at 155 S. Belardo Road in accordance with Chapter 5.26 of the Palm Springs Municipal Code to provide a Hotel Operations Incentive Program for the operation and maintenance of hotel facilities that enhance the tourist and travel experience for visitors to the City, maximize the use of the City’s Convention Center, provide attractive and desirable visitor facilities and experiences, and assist the City in achieving its tourism goals.

The 29th Annual Black History Month Parade returns to Palm Canyon Drive on Saturday, Feb. 27 at 11 a.m. The parade will march north on Palm Canyon from Arenas Road to Alejo Road.
The staging area for the parade will close to traffic at 8:00 a.m. on Palm Canyon Drive from Arenas Road to Baristo Road. Palm Canyon Drive from Chino Drive to Arenas Road will close starting at 10 a.m. and will remain closed until the parade is over. All of Palm Canyon closed for the parade will reopen to traffic before 1 p.m.
The Town Fair will be held in Frances Steven Park on the northeast corner of Palm Canyon and Alejo. The hours of the Town Fair on Saturday, are from noon to 6:00 p.m. Alejo Road from Palm Canyon Drive to Indian Canyon Drive will close at 6:00 a.m. Saturday until 8:00 p.m. For information on the Black History Month Parade and Town Fair, please contact Jarvis Crawford at the James O. McCormick’s Classic Car Auction will be held Friday, Saturday and Sunday, Feb. 26-28, in the parking lot just east of the Palm Springs Convention Center. To accommodate the event, Avenida Caballeros will be closed from the Margarita's Restaurant driveway, north to Amado Road beginning at 7 a.m. Thursday until 10 p.m. Sunday. The First Annual Running From The Law For A Good Cause 5K will be heldSaturday morning, Feb. 27 at Ruth Hardy Park. The run/walk is sponsored by the Palm Springs Police Officers Association and will support Safehouse of the Desert and the Palm Springs Police Baker to Vegas Relay Runners. Participants inSaturday’s 5K run/walk will start at 8 a.m. and head north from Ruth Hardy Park on Via Miraleste to Cottonwood Road then east to Avenida Caballeros then south to Granvia Valmonte where they head west into the Movie Colony neighborhood before finishing at the park. A course map is attached. There will be a brief street closure at the start of race to accommodate the runners and walkers leaving the park.

Nominations are being accepted for the Palm Springs Sustainability Commission’s Seventh Annual “Green Citizen of the Year” Award which recognizes a Palm Springs citizen who demonstrates exemplary sustainability practices and a passion for “green” living and the environment. Congratulations to ONE-PS First Vice Chair Curt Watts who has been hired by Cathedral City to lead that City’s Economic Development Department. Curt is going to remain on the Sunrise Park Neighborhood Organization Board, but he is stepping down from all of his responsibilities with ONE-PS.  Lisa Middleton and Christine Hammond are helping with the transition on matters before the ONE-PS Code Enforcement & Public Works Committee which Curt chaired. We wish Curt all the best in his career!

  • A public hearing is being held to consider a recommendation to the City Council to designate 146-174 N. Palm Canyon Drive and 167-181 N. Indian Canyon Drive, “The Town & Country Center”, a Class 1 historic site. 
  • A public hearing also will be held to consider a recommendation to the City Council to designate 1164 N. Calle Rolph “The Bel Vista Residence”, a Class 1 historic site.

  • A public hearing is being held to consider a proposal to renovate and repurpose a Class 1 historic site (HSPB 23) to operate a 12-room hotel, restaurant and spa within the former Community Church building located at the 284 S. Cahuilla Road (northeast corner of Baristo Road and Cahuilla Road), zone R-3.
  • A public hearing also will be held to consider a Major Architectural Application by Palm Springs Promenade, LLC to construct a six-story mixed-use building totaling 112,862-square feet in size and consisting of a 142-room resort hotel and ground floor commercial-retail space.  The building is proposed on Block “B-1” of the Museum Market Plaza Specific Plan, which is at the northeast corner of (new) Main Street and the new extension of Belardo Road.
  • A public hearing will be held to consider an extension of time request by Freehold Capital Management, LLC, for a previously approved Tentative Tract Map 31848 for the Avalon project. The tentative tract map is for the subdivision of 309.39 acres into 782 parcels, including two multi-family parcels, and parcels for a golf clubhouse and a golf maintenance facility. The project site is located at the north side of San Rafael Road, east of Indian Canyon Drive, south of the Whitewater River and west of Sunrise Way. The project was originally approved in 2004.

On Friday, Feb. 19, the Welwood Murray Memorial Library will celebrate two milestones, its 75th Anniversary and one year being reopened to the public. To celebrate this important diamond anniversary the Library will host a public celebration tonight, Thursday, Feb. 18, at 6 p.m. during VillageFest.
The celebration will be on the steps of the library located at 100 S. Palm Canyon Way and will include remarks by Mayor Moon followed by a rousing course of “Happy Anniversary” lead by members of Palm Springs High School band. Free cupcakes and a commemorative tote bag will be given to the public while supplies last. A news release is attached about this.
 
Bargain hunters won’t want to miss the Deepwell Estates Neighborhood Organization’s annual garage sale this Saturday, from 8 a.m. to noon.
 
Congratulations to the Twin Palms Neighborhood Organization for a fantastic event Tuesday renaming the one-block long stretch of Arquilla Road in honor of famed mid-century modern architect William Krisel. The ceremony took place at the intersection of East Twin Palms Drive and Arquilla Road, the site where Krisel’s designs first broke ground 60 years ago. About 220 people, including the entire City Council,  attended Tuesday’s dedication of “William Krisel Way.” Poor health prevented the architect, who lives in Beverly Hills, from attending. However, a video of his acceptance was shown.
 
 
 
Our next Brown Bag lunch session will be Thursday, Feb. 25, at noon in the Large Conference Room. The topic will be “Neighborhood Fund-raising Without Modernism.”
 
A total of 55 residents, including some ONE-PS members, have been appointed to a new Ethics, Transparency and Government Reform Task Force. The first meeting will be at 6 p.m., Tuesday, March 8 at the Palm Springs Police Training Center and is open to the public. The Task Force, created by the City Council Subcommittee of Mayor Rob Moon and Councilmember Geoff Kors, will be responsible for making recommendations to the City Council Subcommittee regarding ethics/conflicts of interest, transparency, city grants and sponsorships, communications, diversity/inclusive government on Boards and Commissions, election reform, campaign finance reform, and board member/commissioner orientation. Task force members will participate in one of eight working groups charged with researching best practices in government and will bring forward policy proposals to the City Council Subcommittee.
